How a shipping company meets the requirements of the IMO Convention on Electronic Charts(ECDIS)

2013-08-17

In order to meet the requirements of the International Convention for the Safety of Life at Sea (SOLAS) for ECDIS, the shipping company should use the following steps to meet the requirements.
1. Determine the date of installation of the ship in accordance with the SOLAS Convention.

(1) Ships installed before July 1, 2012, more than 500 gross tonnage new passenger ships, more than 3000 gross tons of new oil tankers.
(2) Ships installed before July 1, 2013, more than 10,000 gross tons of new freighters.
(3) Ships installed before July 1, 2014, more than 3,000 gross tons of new freighters, more than 500 gross tons of existing passenger ships.
(4) Ships installed before July 1, 2015, more than 3000 tons of existing tankers.
(5) Ships installed before July 1, 2016, greater than 50,000 gross tons of existing freighters.
(6) Ships installed before July 1, 2017, with more than 20,000 gross tons of existing freighters.
(7) Ships installed before July 1, 2018, with existing freighters greater than 10,000 gross tons.

Note: 1 Existing ships should be installed with ECDIS before the first annual inspection after the implementation date. 2 The schedule for new ships is based on the keel placement time. 3 Existing ships of less than 10,000 gross tons do not need to be installed. 4 Some flag States may waive any ECDIS obligations for ships that will be permanently decommissioned within two years of the implementation date.

2. Conduct an installation ECDIS risk assessment

Inquiry, quotation, price comparison, confirmation. Confirmation principle: comprehensive consideration, comprehensive assessment, in addition to brand, price, payment method, delivery period, service, should also take into account, classification society, surveyor, ship characteristics, and service providers and shipyards, surveyors, Cooperation of the classification society.

3. Training program
Training of general and specific types of ECDIS operations for captains and duty drivers in accordance with the requirements of the SOLAS Convention, in conjunction with flag State regulations. With flexible methods such as network computers, the course should be approved by the flag state and receive an ECDIS training certificate.

4. Install correctly

1 After selecting the ECDIS manufacturer, first confirm whether there is a form approval certificate from the relevant classification society.
2 Understand the requirements of the classification society for the installation of new equipment, the requirements for review, and the requirements for the review of drawings. Review the drawings, ask for the review, wait for confirmation, and clearly identify who the qualified drawings are issued to. (Classification Society Division, Site Surveyor, Service Provider, Shipowner)

5. Develop a safe and effective ECDIS operational process

1 Develop practical ECDIS operating procedures in conjunction with crew requirements.
2 The content of the program should include: departure place, destination check, voyage plan and shift shift, equipment failure handling and power failure emergency response.
3 Integrate ECDIS operating procedures into international safety management.

6. Ensure the latest ENG

1 When operating ECDIS, you need the latest and corresponding proportion of ENC. However, when a particular area is not available, the ship can use a raster chart (RNC) and an official cardboard chart that is properly maintained.
2 Determine the monitoring system for ENC/RNC coverage and update the version number.
3 Ensure that the ship is monitoring, maintaining and recording the installed charts with onshore support.

7. Strengthen the daily maintenance of equipment

Depending on the type of vessel, the navigation area and possible risks after evaluation, such as ECDIS hardware failures, computer viruses, sensor failures, power outages, chart installation errors and mistranslations, regular maintenance and inspection, testing procedures are in place to ensure that the equipment is working properly. run.

8. Excessive from the cardboard chart to ECDIS.

1 After completing the ECDIS training, installation and operation, and maintenance procedures, apply to the flag State for ECDIS as the main navigation method for the ship.
2 The transition from cardboard chart to ECDIS begins, which requires close cooperation between the company's management and the crew to shorten the transition period so that time can be set for testing and auditing.
3 Excessive need to pay attention to: Confirm that the equipment requirements have been completed and approved; confirm that the training process and operating procedures have been completed and start implementation; ask the captain to propose the implementation date, and the company and the captain negotiate to determine the transition period.

9. Implement ECDIS on board

Shipboard implementation is the final and most important phase of the ECDIS transition, and shipping companies must provide efficient support for safe and effective ECDIS training, procedures and equipment.
In the short term, a senior crew member with extensive experience in using ECDIS will be involved in the implementation of the company, strengthen the company's shore-based support, and incorporate the ECDIS audit content into the company's management system.
